NHRC Demands Detailed Report After Two Die in Ahmedabad Hoarding Collapse
New Delhi, October 13, 2025 - The National Human Rights Commission (NHRC), India, has initiated a formal inquiry into a fatal industrial accident in Ahmedabad, Gujarat, where the collapse of a large advertising hoarding resulted in the death of two workers and critical injuries to another.
The Commission took suo motu cognizance of media reports detailing the tragedy that occurred on September 27, 2025, in the Bopal area of the city. The incident, which involved a hoarding plummeting from the roof of a seven-storey residential building, has raised serious concerns regarding potential human rights violations and safety protocols at construction and installation sites.
Notices Issued to Top State Officials
In its observation, the NHRC stated that the reported facts, if accurate, point to a grave matter necessitating immediate investigation. Consequently, the Commission has issued formal notices to the Chief Secretary, Government of Gujarat, and the Commissioner of Police, Ahmedabad.
Both officials have been instructed to submit a comprehensive and detailed report on the matter within two weeks. The report is expected to shed light on the circumstances leading to the collapse, accountability, and the measures taken to support the victims and prevent similar incidents.
The Incident
According to media accounts published on September 29, approximately 15 labourers were engaged in installing the massive hoarding, situated nearly 80 feet high, when the structure gave way. Of the ten workers who fell from the height, two were killed instantly or shortly thereafter, and one sustained grievous injuries that left them in critical condition. Seven other workers reportedly suffered minor injuries and were also admitted to a local hospital for necessary treatment.
The NHRC's intervention underscores the Commission's role in ensuring the protection of life and the right to safety for workers, particularly in high-risk occupations.
