Department of Legal Affairs Energizes Special Campaign 5.0 with Focus on Cleanliness and Good Governance
The Department of Legal Affairs (DoLA) is driving the Special Campaign 5.0 forward with renewed vigor and widespread participation, transforming workspaces and aligning with national governance goals. Launched on October 2, 2025, the campaign's Implementation Phase, running until October 31, is focused on ensuring "saturation of Swachhata" across all ministries.
Key Focus Areas and Leadership
This year, the campaign emphasizes the disposal of e-waste, liquidation of pending references, simplification of rules and processes, and enhancement of public experience through cleaner, more accessible offices.
In the Main Secretariat at Shastri Bhawan, Union Law Secretary Dr. Anju Rathi Rana personally led inspections of corridors and workstations. She stressed that order and cleanliness are "continuous practices that improve efficiency and reflect good governance," reinforcing the Department's commitment to both aesthetics and accountability. Dr. Rana remarked, "A clean workplace creates a clean mindset - it helps us serve the public better."
Aligning with National Resolves
During her review, Dr. Rana highlighted the deep connection between the Swachhata (cleanliness) drive and the "Panch Pran of India's Dreams by 2047," the five national resolves articulated by the Prime Minister for Amrit Kaal. The Law Secretary specifically noted the alignment with the resolves to "rid the nation of colonial mindsets" and "ensure full commitment to our duties," positioning the campaign as central to building a Viksit Bharat @2047.
Nationwide Impact
The spirit of the campaign has resonated well beyond Delhi, fostering creative, meaningful actions across the country. In Tripura, Deputy Solicitor General of India Bidyut Majumder led a personal initiative to declutter old records, destroy unnecessary papers, and incorporate indoor plants. Similarly, Senior Panel Counsel Kumar Priya Ranjan at the Patna High Court transformed his workspace, organizing files and introducing a neat aesthetic with potted plants.
These efforts, along with those from offices of Additional and Deputy Solicitors General and Panel Counsels, demonstrate how multiplied "small personal initiatives" can achieve lasting institutional change. The Department is leveraging these activities, including file weeding, digitization, and disposal of redundant materials, in line with instructions from the Department of Administrative Reforms and Public Grievances (DARPG).
The initiative has become a collective reflection of the Department's values, unifying officers, staff, and counsels. The focus is now shifting from one-time drives to building a lasting culture of cleanliness, efficiency, and accountability that extends well beyond the campaign period. Every cleaned file and restored corner is seen as a quiet reminder that good governance begins with order.
