New Delhi, October 9, 2025 - The Election Commission of India (ECI) has directed all political parties, leaders, and candidates to strictly adhere to the Model Code of Conduct (MCC) and refrain from misusing artificial intelligence (AI) tools during the Bihar Legislative Assembly elections and bye-elections to eight constituencies announced on October 6.

The MCC, which came into force with the election announcement, applies not only to physical campaigning but also to digital platforms, including social media. The Commission reiterated that criticism of rival parties must remain confined to their policies, programmes, past records, and public work. Personal attacks or remarks on private lives are strictly prohibited.

Highlighting the growing use of AI-driven media in political communication, the ECI warned against the creation and circulation of synthetic videos or deepfakes that could distort information, mislead voters, or spread misinformation. The Commission emphasized that such practices undermine the integrity of the electoral process and will attract strict action.

In a significant directive, the ECI mandated that any AI-generated or digitally enhanced content used for campaigning must be clearly labeled with notations such as "AI-Generated," "Digitally Enhanced," or "Synthetic Content." This requirement covers social media posts as well as advertisements.

The Commission also assured voters that it has established a robust monitoring mechanism to keep a close watch on online content and ensure compliance with the MCC. Any violations of these rules will be dealt with firmly.

With these measures, the ECI aims to safeguard free and fair elections while curbing the misuse of emerging technologies that can potentially influence public opinion through misinformation.
