New Delhi, October 6, 2025 - The Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD&GR), under the Ministry of Jal Shakti, has launched Special Campaign 5.0 from October 2 to October 31, 2025. This initiative aims to institutionalize cleanliness (Swachhata) and minimize the pendency of cases in government offices.

The campaign is structured in two phases: the Preparatory Phase from September 15 to 30, 2025, and the Implementation Phase from October 2 to 31, 2025. Guidelines for conducting the Special Campaign have been provided to ensure uniformity and effectiveness across all departments and organizations under the Ministry.

On the occasion of Gandhi Jayanti, Shri V.L. Kantha Rao, Secretary of DoWR, RD&GR, paid floral tributes to Mahatma Gandhi at the Central Soil and Materials Research Station (CSMRS) Headquarters in Hauz Khas, New Delhi. This ceremony was followed by a cleanliness drive and the plantation of saplings, marking the official commencement of Special Campaign 5.0.

The targets set for the Implementation Phase of the campaign are as follows:

  • Physical Files to be Reviewed: 15,405

  • e-Files to be Reviewed: 8,119

  • Cleanliness Sites to be Conducted: 563

  • MP References: 135

  • PMO References: 41

  • Public Grievances: 135

  • PG Appeals: 22

  • Parliamentary Assurances: 32

  • IMC References (Cabinet Note only): 3

  • Ease of Rules to be Modified/Amended: 3

These targets reflect the department's commitment to enhancing operational efficiency and responsiveness to public concerns.

The Department has developed a comprehensive roadmap for the campaign, which has been communicated to all its offices and organizations to ensure active participation and achievement of the set targets.
