Jyotiraditya Scindia Launches Historic UPI-UPU Integration at the Universal Postal Congress in Dubai

Union Minister for Communications and Development of North Eastern Region, Jyotiraditya M. Scindia, on 9th September 2025, unveiled the UPI-UPU Integration project at the 28th Universal Postal Congress in Dubai, marking a milestone in cross-border financial connectivity.

The initiative, jointly developed by the Department of Posts (DoP), NPCI International Payments Limited (NIPL), and the Universal Postal Union (UPU), integrates India's Unified Payments Interface (UPI) with the UPU Interconnection Platform (IP). This path-breaking move combines the vast global reach of the postal network with the speed, reliability, and affordability of UPI, making international money transfers faster and cheaper for millions worldwide.

Calling it "more than a technology launch, but a social compact", Scindia emphasized that the integration will enable families across borders to send money securely and at lower costs, reaffirming India's role in creating citizen-centric digital public infrastructure for the world.


India's Vision for a Modern Postal Sector

Outlining India's roadmap for the future of postal services, Scindia anchored the vision in four key actions:

  • Connect - by building seamless, data-driven logistics.

  • Include - by delivering affordable financial services to migrants and small digital enterprises.

  • Modernise - by using AI, DigiPIN, and machine learning in postal operations.

  • Cooperate - through South-South partnerships with a UPU-backed technical cell.

Under the Digital India mission and the goal of Viksit Bharat, India Post has demonstrated remarkable inclusion. With Aadhaar, Jan Dhan, and India Post Payments Bank, over 560 million bank accounts-most in women's names-have been opened. In the last year alone, India Post delivered over 900 million letters and parcels, showcasing its scale and reach.


India's Commitment to Global Postal Cooperation

At the Dubai Congress, Scindia announced India's commitment of USD 10 million to strengthen innovation in the postal sector, with a special focus on e-commerce and digital payments. He highlighted India's inclusive approach under the motto "Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas."

Further, India declared its candidature for the UPU Council of Administration and the Postal Operations Council, signaling its readiness to play a leadership role in shaping a connected and sustainable postal future.


Global Partnership for Resilient Commerce

Concluding his address, Scindia remarked:

"India comes to you not with proposals, but with partnership. We believe in resilience, enabling interoperable solutions that avoid costly fragmentation, and in trust, linking payments, identity, addressing, and logistics so that global commerce becomes seamless."

The UPI-UPU Integration stands as a symbol of India's growing digital leadership, combining innovation, inclusion, and global cooperation to transform the postal and financial ecosystem worldwide.
