DigiLocker is rapidly transitioning from a secure document storage platform to the foundational 'trust layer' that connects citizens, ministries, and departments, enabling secure, interoperable, and accountable digital governance. This was the central theme articulated by Shri S. Krishnan, Secretary, MeitY, at the National Conference on 'DigiLocker-Enabling Paperless Access for All' held this week at Bharat Mandapam.
The conference, organized by the National e-Governance Division (NeGD), Ministry of Electronics & IT, brought together senior government officials, fintech leaders, and educationists to discuss the platform's role in the nation's ongoing 'Digital Trust Revolution.'
In his keynote address, Shri Krishnan underscored India's digital evolution, which is moving "from digitalization towards trust as the new infrastructure of governance." He projected a future where "every digital interaction is trusted, every citizen empowered, and every institution accountable."
Shri Abhishek Singh, Additional Secretary of MeitY, further detailed the platform's pivotal role, outlining future plans that include AI-based eKYC and global credential verification, positioning DigiLocker as a potential global model for paperless governance.
Seven States Honored as 'DigiLocker Accelerators'
A key part of the conference was the recognition of states for their distinct achievements in adopting and integrating the platform. Seven states were honored as 'DigiLocker Accelerators':

Parallel breakout sessions showcased DigiLocker's tangible impact. In the Education sector, speakers illustrated how the platform is transforming the ecosystem in alignment with the National Education Policy 2020, enabling tamper-proof sharing of academic credentials.
The FinTech sessions highlighted extensive industry adoption, with leaders from HDFC Bank, Edelweiss Mutual Fund, ICICI Bank, and Kotak Mahindra Bank showcasing integration into digital onboarding, electronic Bank Guarantees (e-BGs), and other banking processes.
The conference reaffirmed the Government's commitment to building a governance model rooted in trust, transparency, and technological excellence through its Digital Public Infrastructure.
