MoPR to Launch 'Sabki Yojana, Sabka Vikas' Campaign Nationwide on 2nd October 2025
New Delhi, 27 September 2025:
The Ministry of Panchayati Raj (MoPR) will launch the People's Plan Campaign (PPC) 2025-26 - titled "Sabki Yojana, Sabka Vikas" - across all States and Union Territories starting 2nd October 2025. This national campaign aims to initiate the preparation of Panchayat Development Plans (PDPs) for the financial year 2026-27 through extensive community participation and inter-departmental coordination.
Launched originally in 2018, the People's Plan Campaign has since become a key initiative to strengthen grassroots democracy by enabling Panchayats to create inclusive, evidence-based, and convergent development plans. As per data from the eGramSwaraj portal, over 18.13 lakh Panchayat Development Plans - including GPDPs, BPDPs, and DPDPs - have been uploaded since 2019-20. Notably, over 2.52 lakh of these pertain to the current planning cycle for FY 2025-26.
On 26th September 2025, MoPR's Additional Secretary Shri Sushil Kumar Lohani chaired a virtual meeting with State and UT representatives, as well as officials from the State Institutes of Rural Development and Panchayati Raj (SIRD&PRs), to review the campaign's rollout strategy and preparation status.
To ensure convergence, transparency, and effective implementation, MoPR has engaged with 20 line ministries and departments, requesting their coordination with respective state-level bodies. States and UTs have been directed to activate monitoring mechanisms, appoint nodal officers, train facilitators, and finalize Gram Sabha schedules by the end of September. Public Information Boards are also to be displayed across Panchayats.
The campaign will formally commence with Special Gram Sabha meetings on 2nd October 2025. These meetings will play a critical role in reviewing previous plans via platforms like eGramSwaraj, Meri Panchayat App, and Panchayat NIRNAY, identifying unfinished works, and planning resource utilization - including unspent Central Finance Commission grants.
Key focus areas of PPC 2025-26 include the use of the Panchayat Advancement Index (PAI), strengthening Own Source Revenue (OSR), and promoting community-led monitoring. Tribal empowerment will receive special attention under the Adi Karmayogi Abhiyaan, reinforcing the inclusivity goal of the campaign.
Through the active participation of Panchayat representatives, line departments, local communities, and frontline workers, the campaign aims to enhance transparency, convergence, and accountability in rural planning. Ultimately, the initiative is expected to contribute significantly to improved service delivery and developmental outcomes in rural India.
