Visakhapatnam, November 15, 2025 - The logistics landscape of Andhra Pradesh is set for a major digital overhaul following the signing of a Memorandum of Understanding (MoU) between NICDC Logistics Data Services Limited (NLDSL) and the Government of Andhra Pradesh. The collaboration, which took place on the sidelines of the 30th CII Partnership Summit in Visakhapatnam on November 14, 2025, aims to leverage the Unified Logistics Interface Platform (ULIP) to inject efficiency and transparency into the state's supply-chain ecosystem.

The MoU was executed by VC & MD, INCAP (Infrastructure Corporation of Andhra Pradesh), Shri C. V. Praveen Adithya, and CEO, NLDSL, Shri Takayuki Kano, in the presence of Union Minister of Commerce and Industry, Shri Piyush Goyal, and Chief Minister of Andhra Pradesh, Shri N. Chandrababu Naidu.

Real-Time Visibility and Data-Driven Governance

The core of this initiative is the development of a robust integrated digital platform. This platform will provide government and private stakeholders in Andhra Pradesh with real-time visibility into logistics operations and performance metrics across the state. This move is designed to significantly enhance coordination, improve overall efficiency, and support informed decision-making across all sectors involved in the logistics chain.

A key deliverable of the partnership will be the creation of an integrated logistics dashboard. The Government of Andhra Pradesh, acting through INCAP, will work with NLDSL to build this monitoring tool. The dashboard will track logistics-related Key Performance Indicators (KPIs) across various state departments, generating analytical insights and actionable reports. These reports will be crucial for strengthening and upgrading the state's logistics ecosystem, aligning it with the goals of the National Logistics Policy (NLP).

ULIP: The Digital Gateway to Integrated Logistics

The technological backbone of this transformation is the Unified Logistics Interface Platform (ULIP). ULIP serves as a digital gateway, enabling industry stakeholders to access logistics-related datasets seamlessly from diverse government systems through API-based integration.

Currently, ULIP has already achieved a significant scale, integrating with 44 systems across 11 ministries via 136 APIs, covering more than 2,000 data fields. The platform has seen impressive adoption, with over 210 applications developed by companies and surpassing 200 crore API transactions. Beyond private sector use, ULIP actively supports data-driven governance, providing synthesized logistics insights to central entities like the Ministry of Coal and the Food Corporation of India, as well as several state governments.

This landmark MoU is viewed as a major step toward integrating advanced technological solutions with logistics development, reinforcing India's strategic push to establish itself as a global leader in efficient, modern, and resilient supply-chain infrastructure.
